This is the same uniform--from the U.S. Navy during WWII, as seen in the famous Eisenstadt photo of the sailor and nurse in Times Square. Hers was long-sleeved, this is the short-sleeved version. the second photo here is of a nurse wearing the same uniform in Africa, 1943.
This uniform is from a nurse's supply house in New York City that closed in the 1960s. Pure white, deadstock, but it has been laundered. (it had a paper tag in it that I removed to clean it)

double-needle tailoring throughout--a serious workwear detail.
the buttons on the dress are fully removable--faux-shell buttons attached to metal shanks with metal cotter pin fittings. These fit through double buttonholes in the placket, and in the hidden placket on the skirt. This kind of uniform would have been washed in an industrial laundry, so making the buttons fully removable made this easier. the fabric is incredibly sturdy--but not too stiff--cotton, almost a twill-weave. Opaque.
